SCDB Administrator
Key Job Accountabilities:
- Subject Matter Expert for all SCDB related activities at site for multi project /multi discipline team.
- Setup WinPCS as per System Completion roadmap.
- Configuration of project systems, subsystems, equipment and documentation.
- Configuration of the CMS data tables with data provided by engineering.
- Confirmation of engineering data and reporting of anomalies and exceptions to engineering for verification/amendment.
- Review the current project data structures and work practises and manage the implementation and maintenance of the CMS as an integrated part of the current project systems.
- Assess and report on the completeness, accuracy and reliability of information provided by project entities.
- Conversion, development and updating (as required) of test sheets, procedures and reports for Construction and Commissioning testing and completion.
- Maintenance of project documentation, drawings, pictures and scanned images.
- Report status of systems and areas, including outstanding works and punch lists.

- Report status of handover from construction to pre-commissioning and from commissioning to operations.
- Provide standard documentation for construction, pre-commissioning and commissioning.
- Develop, review and maintain a system and applicable documentation to provide verification and traceability of all stages of turnover.
- Oversee the efficient and effective implementation of the Construction and Commissioning completion system (WinPCS) across the project including offshore, onshore, yards, offices, vendor manufacturing locations.
- Setup all RFIs for all site related System Completion walkdowns.
- Track changes and queries against systems, areas, work packs and documents.
- Track and report on critical items or systems, MC, Commissioning, Certification and Delivery status of each item.
- Maintenance and updating of WinPCS software and support programmes.
- Maintain and assist development of Flawless Plans and Procedures.
- Develop and maintain Preservation systems for Vendor, Fabricator, Construction and Commissioning.

- Development of function code table for assignment application of ’A’, ‘B’, “C”, “E” check sheets.
- Liaise with Project Planner for implementation of reporting and planning systems.
- Assist commissioning team with the configuration of project systems, sub-systems and equipment.
- Perform completion compliance reviews.
- Work with QG and Contractor IT and System Completions team to ensure the efficient and effective migration of project data into the CMS and the transfer of final completion data back into the appropriate handover data storage system from the CMS.
- Performing audits to ensure that the Construction and Commissioning groups are following agreed testing and completion approaches and procedures.
- Continuous monitor of System Completion requirements to ensure adequate resources are provided.
- Ensure technical interface with site project team (PMT, Contractor, OES)
- Review Contractor planning and scheduling activities for System Completion, Pre-Commissioning and Commissioning to ensure alignment with SCDB.
- Support Construction and Commissioning groups to meet Project Execution Plan.
- Monitor Contractor performance and provide advice as necessary to ensure design goals, philosophies and specifications are achieved.
- Follow Company System Completion and Handover roadmap.
- Ensure project completion and commissioning team maintain compliance with corporate standards.

- Custodian of the Completion Management Systems.
- Manage the Systems Completion Procedure ensuring any third parties activities are compatible with the objectives of NFPS Offshore Project and handover documentation meets Qatargas Major Projects deliverables.
- Monitor and track computerised Completion Management System (CMS) for certification and quality assurance.
- Provide commissioning input for Safety and Operability reviews and confirm implementation of safety procedures.
- Participate at site to ensure safe execution of Systems Completion activities and provide guidance on Mechanical Completion, Pre-commissioning, Commissioning and Turnover of equipment and systems as required.
- Lead and manage clear communication and reporting lines for all matters pertaining to Systems Completion for NFPS Offshore Project and ensure compliance with Qatargas Project Management (QGPM) requirements.
- Coordinate and share lessons learned from previous projects and maintain a register of current lessons learned for use in future projects within Qatargas.
- Review system definition drawings and procedures.
- Review Systemization and marked-up drawings.
- Responsible for assist in developing the Completions database and champion the overall master punch list based on punch return and review.
- Assist Engineering with support documentation.
- Interface with operations in the Completion activities and certificates.
- Commitment to working safely by integrating into every work practice an ownership of own safety responsibility, and work team members.

Minimum Requirements
- WinPCS System (Administration, Programming and Installation)
- 10 years in systems completion database administration experience in the oil and gas industry with exposure to a major projects environment in the oil and gas industry.
- Pre-Commissioning and Commissioning experience.
- Deep understanding/knowledge in reading P&IDs, SLDs, Datasheets, General Arrangement drawings.
- Experience in major EPC Contractors and fabrication activities at fabrication yards
- Implementation of Completion management systems.
- System Completion Software (preferable WinPCS).
- Knowledge of Offshore Project’s terminology.
- Offshore experience (an advantage).
- Fluent in written and spoken English.
- Strong analytical, organising and planning skills.
- Good communication skills and ability to interact at all levels.
- Good interpersonal and influencing skills.
- Computer literate in project management systems adapted to oil & gas industry.
